Para ordenar a la Comisión de Seguridad Pública y para el Desarrollo de Iniciativas contra el Crimen y la Corrupción de la Cámara de Representantes del Estado Libre Asociado de Puerto Rico, realizar una investigación exhaustiva y comprensiva sobre la posibilidad de desarrollar el cultivo e industrialización del cáñamo, cannabis no psicoactivo o "hemp", con vías a la exportación de sus productos derivados y finalizado. Deberá investigar si actualmente existe algún impedimento en la ley local como federal que limite de alguna forma el cultivo de cáñamo, cannabis no psicoactivo o hemp, en Puerto Rico.

Para ordenar a la Comisión de Agricultura de la Cámara de Representantes del Estado Libre Asociado de Puerto Rico, realizar una investigación exhaustiva y comprensiva sobre la disponibilidad de terrenos que puedan destinarse al cultivo de cáñamo, cannabis no psicoactivo o hemp. Deberá auscultar primeramente la viabilidad de crear un programa piloto adherido al Colegio de Ciencias Agrícolas de la Universidad de Puerto Rico Recinto Universitario de Mayagüez, que esté bajo la supervisión del Departamento de Agricultura; y que sean estos quienes se encarguen de estudiar y encaminar la cosecha y mercantilización de cáñamo a nivel industrial. Esto afín con la dispensa dispuesta en la Sec. 7606 de la Ley Federal de Agricultura del 2014 (Agricultural Act of 2014), la cual faculta a las instituciones de educación superior y los departamentos de agricultura a nivel estatal para cultivar el cáñamo.
