Thank you for contacting me to share your views on H.R.1831, the Industrial Hemp Farming Act of 2011. I certainly appreciate your taking your time to make me aware of your concerns about this important matter.
H.R.1831 amends the Controlled Substances Act to exclude industrial hemp from the definition of "marihuana." The bill defines "industrial hemp" to mean the plant Cannabis sativa L. and any part of such plant, whether growing or not, with a delta-nine tetrahydrocannabinol concentration that does not exceed 0.3 percent on a dry weight basis. The legislation grants a state regulating the growing and processing of industrial hemp exclusive authority, in any criminal or civil action or administrative proceeding, to determine whether any such plant meets that concentration limit.
H.R.1831 was introduced by Representative Ron Paul of Texas on May 11, 2011, and was referred to the House Committee on Energy and Commerce and the House Committee on the Judiciary. While I am not a member of these committees, you may be sure that I will continue to keep your views in mind should this legislation be considered by the full House of Representatives.
